landscape and portrait pages in same publication

How do I change only one of about 10 pages in a publication, from landscape
to portrait? The moment I change it in Page Setup, it changes all the pages
in that publication instead of the one I'm busy with.

Publisher doesn't support mixing of page formats.

You'll have to group all objects on the page, and rotate the group through
90°.
