Language of this installation package

I am trying to install Office 12 on Windows Server 2003 R2 Standard Edition.
I get this error message:

The language of this installation package is not supported by your system.
"OK" My installation CD is English and works when installing on Windows
XP.

Is it true that Office 12 cannot be installed on Windows Server? Office
2003 installs without a problem.
