Large Receipent list -- how email size be reduced?

Is there anyway I can setup a distribution list for about 400 people so the
e-mail size won't be large? Even with barely any e-mail content, the e-mails
are averaging about 100 KB due to the large amount of receipents.

Sending out the same e-mail to smaller groups is not a possibility.

Use Mail merge instead.
