Launch Microsoft Outlook Express Icon ???

We have installed SP4 for Windows 2000 and after the reboot users receive
the Launch Outlook Express icon on the quick launch with a white box type
icon.

We can delete this for the users logging on except when a new user logs on
this is recreated.

is there a a registry key to stop this from being created/recreated.
