Recently reinstalled Panther and then Tiger on my iBook. I reinstalled Office v X and now I cannot open WORD, Powerpoint or Excel from the icons in the Office folder or from the icons in the dock? Am I missing something?

I believe you're going to need the Office X 10.1.9 updater:

Then Repair Disk Permissions & restart.
