Do you want to create an Application that sends an email or an AddIn
extension within outlook. ?
I'm not a C++ Developer, so I can't give you an Example, but there are some

No, I need to be able to launch outlook with some file name as a agument to
access particular email.
I don't know how outlook stores emails, but also I would need to extract
emails from that starage.
