Layer problem

I'm using Visio 2002 Professional. I started doing a drawing, then realized that layers
would make things work better for my purposes. So I created some layers, call them A, B,
C, and D.

I go to my original drawing, select a set of elements I want to place on a layer. I do a
cut.

I go to View>Layer Information. I lock layers A, B, D and the original layer I was using.
I make layer C be unlocked, visible, and active, do OK.

The "Layer" box in the toolbar is disabled, says (no layer), and my attempt to Paste to
what I thought was the active layer generates an error saying I am trying to paste to a
locked layer. Similarly, dragging objects onto the one-and-only-active-and-unlocked layer
says that I am trying to drop objects onto a locked layer.

I have been over all the online documentation several times, and there is nothing to
suggest that I am not doing this correctly, and in fact I appear to be doing exactly what
the documentation suggests I should be doing.

What am I missing?

Visio 2003.
I followed your instructions and I also got the error message.

But it I succeed when I unlock the original layer which has the content of
the clipboard.

I suppose Visio is very strict in its locking and thinks "Keep your dirty
hands of my beloved shapes because the user has forbidden you to touch them".


I don't find the "The "Layer" box in the toolbar "

Here is the fundermental problem. Edit -> Cut does not remove shapes
from a layer.
In fact shapes don't exist within layers in that sense. Layers are an
attribute of a shape so a shape can be a member of many layers.

To change the layer(s) that the shapes are on just select the
appropriate shapes then menu Format -> Layer
