layers

I have been working on a website and using layers to position parts of my
page. I just recently started editing some things and the layer button is
not active and will not allow me to insert layers. Have I turned this off
somehow? How do I get frontpage to allow me to insert new layers? Help

Make sure Tools Page Options Authoring - (CSS2) is turned on

And definitely don't use hover buttons - use interactive buttons instead, or
even just simple image swaps.
