Layout Problems with Columns, Headers, and Footers

My document presents the following problems,
primarily "header and footer related."

- Note that this is a six-page document ... the sixth
of which is blank. Removal of the unnecessary sixth/blank
page results in the beginning of my nightmare and all of
the following problems:

- the last paragraph of the document
(headed "Conclusion") jumps down to page 6

- the header and footer on page 4 either
disappears totally or reflects an incorrect section header
(note that there are three sections to
document ... pages 1-2; pages 3-4; and page 5).

- the header on page 5 (which
originally/correctly read "SPECIAL TOPIC") automatically
changes to that of the previous section (page 3, OUTLOOK
& STRATEGY).

- Columns. Note that I have found it necessary to
end/close a sentence or paragraph at either the end of the
left column or beginning of the right column... but cannot
successfully have a paragraph flow (mid-paragraph or mid-
sentence) from one column to the next without forgoing
right justification. That, in turn, necessitates my
forcing returns in the right column so that text in both
columns line up exactly ... which then results in text
left behind in left column losing right justification.

The only way that this document will maintain its correct
titles, spacing, headers/footers, etc. has been the
addition of the blank sixth page. And the beat goes on ...

Any help out there? I will be happy to e-mail the
document to anyone who has suggestions.

This pay seem too simple, and you may have already tried
this but... Turn on your paragraph markers. Make sure that
the section break is on the bottom of the 5th page and not
on the top of the 6th page. In deleting the 6th page you
may have inadvertantly removed the final section break,
thus causing your issues. If this does not work, then I
wish you the best of luck.
