layout templates grayed out

I am trying to learn about layout tables, but cannot use any of the
templetes. When I select:

TABLE-->LAYOUT TABLES AND CELLS

all the table layout templetes are grayed out. In fact all the options are
grayed out. The options under the cell formatting are also grayed out. A
complete full install was done. What is wrong?

FP2003: The Layout Tables and Cells options are unavailable (grayed out)
1.. You have View | Reveal Tags enabled - disable it.
2.. You are editing a page that uses Shared Borders. Layout Tables and
Cells and Shared Borders appear to be mutually exclusive.
