Leaving Mail on Server

How to prevent repeated downloads of same mail when leaving mail on server in
Outlook 2003? Eudora has a feature that "tags" mail left on server. Does
Outlook?

It should if using the same account but sometimes it barfs. Purging the
online mailbox seems to help.
