Left to Right as default

I have Hebrew on my system and one-note Titles (not text) are RtL by default. English is the default language and all else seems OK. How do I fix this?

Subject: Clarification....

Only on the titles not on the content body? Do the characters show as Hebrew and the only problem is that the letter order in the words is reversed.

The Title text is English (or Hebrew if I choose), but the paragraph direction is RtL by default. If I change it to LtR it looks OK and stays LtR. But I want to change the default behavior.
The text is LtR by default.

- what language was the onenote install?
- what languague do you have set for office?
- what language is your system?
