legitimate attachments "Quarantined" in Outlook 2003

Hello,

Anyone know how to prevent Outlook 2003 from blocking legitimate attachments
to incoming message?

In the past OH2003 has blocked exe's. Now I have a message now that has
placed an 'ini' file in "Quarantine". Is this file still tucked away
somewhere so's I can still access it?

This is OH2003 doing the quarantine, not antivirus software.

Outlook does not have any feature that places a file in "quarantine." This
sounds like an antivirus tool's operation.
