Let me add personal bullets in Publisher 2003

I would like to add a personal bullet into my document in Publisher 2003 like
I can in Word 2003

You mean like the option that's available if you click "Character" in the
Format > Bullets and Numbering dialog?

You can. Read the Help file. I do it often.
