Letter looking attacment 2003 O.L. Can't open? What to do?

had OL 2000, I could open envelope attachment. all of a sudden couldn't.
upgraded to 2003 hoping to cure problem. It didn't. What do I need to do to
activate the ability to open theses type of attachments? can open everything
else.
