Well, to begin with, "noise level" is not an action verb, so you can't use
"by librarians" as an agent. (If you regard this as passive voice, the
active version would be "Librarians in the library noise level.")

That said, this newsgroup is intended to answer questions about using Word
to format content that you provide; we are not content providers. If you
need help laying out a memo, Word ships with several memo templates, and
others are no doubt available in the Office Template Gallery at
