licence for Office Home and Student 2007

I installed Office Home and Student 2007 to my three PCs. However, one of
them is out of order for long time so that I purchase a new PC. Can I install
Office Home and Student 2007 to my new PC? I understand the licence can be
used for three PCs and can it be switched over to this new one?

Yes. Uninstall it from the old system, install it on the new. Use the
telephone activation if need be.

to call Microsoft directly? If yes, what is the telephone no.?

If or when Internet activation fails, you will be asked for your location.
Then a phone number will be displayed - usually a freephone number.
