I am moving from a Laptop to 2 separate PC's. One PC will be located in
my Office and the second one at home, both linked through a VPN. I have
an Office 2003 licence (professional) for my laptop but is it
permissable to use this licence on to both my new PC's or do I have to
purchase two separate licences? It seems a shame when both PC's are
mine.

If it is a retail version of Office you can install it on one desktop and
one portable system. If it is an OEM version, the system that it came with
is it. No other systems. At a minimum you need one more license and there
are no
"special deals" for buying one additional license.

You should read the terms of your End User License Agreement to see what
applies to the version you purchased, but for the most part, two PCs require
two separate licenses.

A retail license can often be installed on one PC and one laptop at the same
time, but not two PCs.
