Licencing query

I would like to get the following up and running but have
a query with licencing.

Windows 2000 server with a DB on it.
8 Windows 2000 Prof accessing the DB (Pull subscription's)
I know that I require a SQL CAL. Do I require a Windows
2000 Server CAL.

Can you explain (in plain English) why.
