license agreement opens every time outlook is launched

After re-installing and activating Office 2003 Pro, I now have the license
agreement appearing every time outlook is launched. Outlook works fine after
agreeing to the license. Has anyone any ideas how to resolve this problem.

You must accept the Office End User License Agreement every time that you
start an Office program
