I am currently building two computers for my immediate family, one for myself
and one for my mother. My question: do I have to buy two copies of Microsoft
Home & Student or can I buy one and run it on both computers with out
licensing issues? It would be benifical to know the number of personal
computers that a single copy of office is allowed since there are 3 computers
at my house.

Home and Student may be installed on THREE separate machines on the same
license. UNLESS you have bought an OEM copy...

Talk to the person who is selling it to you. My college has a deal where
three activations are allowed for software sold through the book store.
Then you have to call Microsoft and explain to them what you are doing. If
you reinstall the same software on the same computer or upgrade hardware
such as a motherboard, you may have to reactivate. I have usually not had
problems doing this.
