License Issue

Here is the issue. When a user logs into PWA it asks him to download the
licesne agreement. Unfortunitly the user is not allowed to download the
agreement. Therefore it does not allow them in to PWA.

How do I side step this?

Give the users Admin rights to their computers, or change their settings to
allow download and install of ActiveX controls.

Or push the controls out to their desktops with some kind of software
distribution tool.
