License repeat

We are still using 2003 and I have some users who get the license screen and
it repeats every time they accept and continue. How do I get around this
issue?

Hi TES,

the reason why your staff gets this screen is most likely because they cant
install an ActiveX component which is required to access Project Web Access.
You will either need to grant the user the permission to install ActiveX or
an administrator will need to log on the machine and install the ActiveX
component for your staff.

Try deleting the objects from the downloaded file which forces reinstall.
Also, make sure that your workstations have the current version of MDAC
installed and that the PWA site is a trusted site.
