Licenses Gone wrong

Some advice please..

I'm trying to sort out a major headache caused by MS-Office Licenses

We run a Terminal Server Enviroment which runs the inhouse systems, and for
a number of users who have been placed on Thin Clients MS-Office as well.
Also as all the branches connect to the Terminal Server Email is collected as
well.

We also have a scatering of users who use PCs with OEM versions of Office
installed.

Now the fun starts..

All this was done before I started with the company, and I am trying to pick
up the pieces..

MY first task was to create a Software Asset List, but this as highlighted a
number of problems...

MS-Office SB 2002, is installed on the Terminal Server
MS-Office BE 2003 OEM was bought to cover licenses
PCs have a range of
MS-Office SB 2002 OEM
MS-Office BE 2003 OEM
MS-Office 97 Pro Retail

As we have a number of Terminal Servers, I am going to split the
Software/users up.

IE...
TS1 - MS-Office SB 2002 - Cover License
TS2 - MS-Office BE 2003

I am happy that the number of license will cover the total amount of users,
but will an OEM license cover a Thin Client Device (Servers, Software and
Thin Clients were purchased at same time)?
