Limit access to records when using a form

Is it possible to prevent users from scrolling through a form, i.e. when the
form is initialised, the only thing they can do is to create a new record and
not scroll through previously created records?

While in design view, change the form's Data Entry property (tab Data) from
default No to Yes.

In design view of the form select the Data tab and set Data Entry to Yes.
