Limit color choice

I'm wondering if there's a way to limit the colors a user can choose in
PowerPoint? I realize that you can change color schemes, but I want the user
to only be able to pick from a pre-defined set of colors. Even with clearly
defined color schemes, a user can still pick any color by choosing "More
colors." That's what I want to prevent. Is there a way to do this?
