Limit number of WBS levels available to users

The users (creators) of project plans use too many levels in the WBS. Can I
define (maybe using VBA) a max number of levels available? Any suggestions
are welcome.

The best way is to teach/tell them. And, at the same time, find out from
them why they feel they need these levels? Since you trust them to use
the project plan files, trust them to respond to your teaching/telling
and they will respond to your asking/collaboration.

VBA solutions may or may not be available. Avoid that anyway.
