Limit on overlays?

Use FP2003 I have created 9 new layers. Into each I dragged a small banner
gif. On each banner I am inserting text from the pictures toolbar onto each
banner to make a nice display list of separate items.
It seems when I get past the sixth text item FP won't process it. They
appear on my local preview but do not show up in browser preview. If I go
look in the overlay folder the number of overlays for this particular web
page never exceed six. I also noticed that when I do more than 6 and then
save the edited htm the 'Processing web updates' line never appears at the
bottom of the screen (and no new overly is created).
The end result is some of the text lines are repeated on different banners.

After much further work -
FP 2003 does have a problem in this area. When you have more than a few
overlays and save the modified htm, FP does not necessarily write the correct
code. Most of the time when you view the htm in a browser you will see some
of the overlays repeated and some left out. I went to the code and discovered
that on the overlays with errors, the overlay text was listed correctly but
the gif named in the same code line was a repeat of a previous overlay. The
number of overlays that FP creates in this error situation is less than the
number of overlays you actually have.
I worked around it by saving the overlays created to a different location
then through a combination of deleting some overlays and creating new ones
saving a collection of all the overlays that I needed (all with different
names of course). Then I created the htm page with all the overlays I needed
in position, even if they were incorrect when viewed in the browser. Then I
copied all the missing gifs into the overlay folder and corrected the code by
replacing the incorrect gif name in each code line. Works like a charm.
