Limit resources a manager can request a status report from

We're trying to set a a system whereby managers can only "Request a
Status Report" from resources directly beneath them. I've seen several
other folks ask for the same thing. Is there a way to do this in
Project Server 2003?

I'm grateful for any advice on this one, as it may well be a
dealbreaker for our implementation.
