Limited PM Access

Just wanna confirm again with You about the access (aufhority) of a PM. There
are many projects in my company, each project will be manage by a PM.
As we know, a PM can have full access into project server which somehow can
access other project that is not his/her authority.
1. Is there a way to set the authority of a PM to have full access only to
his Projects?
2. how to setting PM only can see project that they handle so he/she can't
see other project in project center?
3. As company policy, our organization is set as a resource pool. So a
person can be assign into several project in the same time. say, 40% in
project A, and 60% in project B.
A PM can also base on his competence asssigned 10% of his time to another
project. in this case we expect he can not access all data in this project as
he is just a member.

Me again .... You will have to use an RBS based permission structure
to accomplish this togther with a correctly setup Security template.
