Line in Footer Area

While editing tables, a double line somehow appeared in
the footer area of my document. I can't select the line
and then delete it. I made a second copy of the document,
deleted all text and all headers and footers but the line
is still there. It is the only thing in this now blank
one page document. How do I delete the line?

I even created a new completely blank document, went back
to the blank one page document with the line, did
a "edit>select all" and then copied into the new blank
document. The line shows up in the new document.
