Line snapping to invisible grid

I am working in a table. I have "turned the lines off" (control - alternate - U

I am adding a line using the draw tool bar. This line "snaps" to an invisible grid. I would like the line "free floating" so to speak so I could move the line just a fraction below the words

As it is now it "snaps" or "jumps" from area to area, from invisible grid to invisible grid. How do I turn this grid off

Hold down the Alt key while dragging the line. Alternatively, you can
left click on the line to select it, then click on Format -> Autoshape
-> Layout -> Advanced, and type in an absolute horizontal and/or
vertical position. The latter method is easier if you want to move the
line by just 0.01" or so (it's hard to be that precise with a mouse).
