Lines to appear in document

I am working in Word 2000. I am creating a form which will be filled in
online. This is a regular document, not a protected form field document.

I need three horizontal lines from margin to margin. When the user types up
to three lines worth of information in this area, it will look like a hand
written form where the information is written over each line. These lines
should remain where they are, whether less than one line is typed or more
than one line is typed.. If the information is less than three lines, the
three lines should still show margin to margin. The problem is with
wrapping. When the user types more than one line, the wrapped text should
start over the second line, but it moves the first line down.

Any suggestions?

The only way to accomplish this is with drawing lines. See
http://word.mvps.org/FAQs/TblsFldsFms/LinesInForms.htm. But if the forms are
to be filled in online, (a) I would suggest you give serious thought to
making a protected form instead (see
http://word.mvps.org/FAQs/Customization/FillinTheBlanks.htm and especially
the forms tutorials by Dian Chapman that this article links to), and (b) in
any case I would strongly urge you to give up the idea of lines. They serve
no useful purpose in a typed form. Lines are provided to help people keep
their writing straight and evenly spaced when filling out forms by hand.
When you're using a computer (or even a typewriter), they're just a
nuisance.
