You should be able to change the order of the link bars
buttons in the Navigation view. Just drag and drop them
in the order you want them to appear.
As to your second question, remember that the _border
folder is a "hidden" folder so if your options are not
set in Front Page to view hidden folders in Folders view,
you won't see it.
