I have a site that I used the FP templit to set up, as I have done in the
past. My index page shows all the available pages on the left shared border.
However, only the "Home" page appears on each of the other pages and at the
bottom. How can I get the full list to appear on all pages and at the bottom
of each page?

Check the link bar properties.
If set to Children+Home, and the pages below home have no children, then all
pages will show on the Home page, and only the Home page will show on the
other pages. In this case, change the link bar to show Children Under Home
+ Home.
