Link between other Office products and Outlook is broken

I can't e-mail from Excel, Word or Explorer anymore. Errors I get are...

from excel...
! General mail failure. Quit Microsoft Excel, restart the system, and try
again.


from windows explorer...
This message could not be created. If Outlook is running, make sure it has
no open dialog boxes, and then try again.

Any ideas as to how to fix this?
