Link Risk, Issue or Document to Several Projects

I have several horizontal issues/risks..i.e. one risk affecting several
projects health, how to I link one risk to several projects?

You can't link a single issue to multiple projects. But you can create a
Word or Excel document in the public documents folder. Then issues in each
project can link to this document.

How does one go about doing that? I went into the "Site Settings" /
"Customize Risks & Issues" and see a URL to the web address under the General
Settings but have no idea how to set it so when a user clicks on "Risks &
Issues" that the spreadsheet opens up.
