"Linked" images getting resized to 3x3 Inches

Here's my problem, using Outlook 2007 (default format for sending emails is
RTF):

- Create Signature & Insert Image
- In the image dialogue, specify a URL to an external, publicly accessible,
image
- At this point, hit the down arrow and click "Link to File"
- This inserts the file just fine in the signature dialogue (and is scaled
properly)

In going to the local directory where signatures are found:
C:\Users\[myusername]\AppData\Roaming\Microsoft\Signatures\

I see that for each signature, including this newly created one, includes
an RTF, TXT and HTM file. TXT I'll disregard. When I open the HTM file,
about 20KB down in the <body> tag, there is IMG tag with the height/width
specified as their correct values. However, when I open the RTF file (in
Word2007) -- right when it opens, the image will start out at 3x3IN, but in
an instant it gets resized to it's actual size. No matter what I do, reset
the image size, explicitly state the image size -- it doesn't seem to
remember it when I close down Word and if I open it again it will start out
at 3x3 and resize.

So the real problem is, when I use the signature in RTF format, my default
format, the image gets resized -- every time -- to 3x3 Inches. Or 288 x 288
pixels. I must right click it, every time, go down to Size and Reset. This
will make it the right size again.

So, here are my three questions:

* Shouldn't I be able to specify a height/width/alt of an image
placeholder instead of it being 3x3 inches all the time?

* If/when an external image does come back from the server, should it
not bring back the height/width also and update the placeholder?

* If the image doesn't come back (or user disabled images), wouldn't it
be logical to replace it with the ALT tag?

Due to the way this works in Word vs. Outlook I think I would classify this
as a bug.
