Web pages don't have that degree of granularity for destinations,
there is just the page destination or the name destination, there is
no mechanism to link to a part of an image.

When you use the Search function to find something on a page it points at the
place you have identified in the search with an arrow. If you have used the
Pan and Zoom and you are looking at a certain part of the drawing when you
click on the search result it takes you to that place you are looking for so
the functionality of going to a destination looks as though it is there.

That's Search, not linking. My web browser can search for and
highlight multiple destinations, linking cannot do that. Similarly,
Visio shapes can contain multiple links but only one can be the double
click destination.
(who knows what the future may hold)
