Linking Issues in Project Workspace

Hello


With one of our project server instance we are having trouble with linking
an issue with another issue in same workspace. This functionality is working
fine for Risks.

And in the other instances we don’t have any problems.

Settings are looking fine and same in all instances.

Step 1 ) From Project Workspace - Share point Site
Step 2) Create 2 Issues
Step 3) Go to "edit issue screen" for the 2nd Issue
Step 4) In the bottom (after input fields) where you will see
Linked Issues "Select other related issues in this project"

Step 5) when I click on the above link - a popup appears with all fields
disabled and with the following message
"There are no issues submitted to this project"

Please help me with a fix for this issue.
