Links blocked from working in Outlook 2003

For some reason, now when I click on a link in an email in Outlook 2003 a
dialogue box comes up that says:

This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.

I run Norton Internet Security 2004 and have downloaded SP2. Does anyone
have a clue as to why this is hapening?
