Links in E-mail give error

When I try to click a link on an e-mail, I get an error message:
"DirectX 9.0 Web Setup: Command Line Option syntax error".

I downloaded the latest version of DirectX with same result. Also there
are no settings for DirectX.

How can I correct this?
