links in email followup

I have discovered that my links work when I click if I have my Internet
connection on and/or minimized in the tray. Otherwise,the "Internet
Connection Wizzard" pops up and tries to get me to connect by dial-up.If I
have to make sure Internet is on and running, I will.Any suggestions?

Is your net connection not on all the time? What are the settings in IE's
Tools>Internet Options>Connections?

In IE>tools>internet options>Connections my settings are: Never dial a
connection and under LAN Settings nothing is checked. Do I need to check "
Automatically detect settings"? If so, what will that do to my connection?

Those settings agree with mine. Now, what do you see on the Connection tab
of your mail account properties pages? (I'm sort of grasping at straws
here.)

Well, that would take knowing your version of Outlook and you didn't think
that was important enough to mention. Why not look at your various menus?
Account access will be under the Tools menu.

Office 2002 version. In mail accounts the name is: popserver.nc.rr.com and
the TYPE is POP/SMPT(default). I don't have this problem at work but at home
using RoadRunner the links just won't open unless the browser window is open.

OK, it looks like you found the account properties pages. Now, as I asked,
what does the Connections tab say?

Well, I don't see anything unusual in what you've posted so far. You have a
Windows/networking issue, however, and not an Outlook issue. What I believe
you want is for your network connection to start automatically when a
connection to the net is warranted, just like a dial-up connection would
start automatically. However, while I thought I remembered how to do that,
I don't. It's time to ask in the WIndows newsgroups. Try
news://msnews.microsoft.com/microsoft.public.windowsxp.network_web .
