Links in Office help (see also, examples) are not working

When using Help, I encounter the problem described in KB
article 822989.
"Some links do not appear.
Some links appear as a small box with a dot in the center.
Some links may not take you to the help topic when you
click them."

I tried installing Critical update 811630 as the article
instructed, but the problem persists. I'm running Wintows
NT 4.0 SP6a with Office 2000 SR-1 (upgraded from Office
97) and IE6 SP1.

Any ideas?
