Links in Outlook 2003 emails

Whenever I click on a link in an email in Outlook 2003, I
get this message: "This operation has been canceled due to
restrictions in effect on this computer. Please contact
your system administrator."

Microsoft support says this is a problem relating to WIN
98. I am using WinXP Professional.

Has anyone encountered this message before? Do you know
the fix?
