Links keep wanting to open a Notebook or Section separately

Lately, about half of the time when I click a link to a different
location within OneNote, it asks me if I want to open the Notebook or the
section. The problem is that the notebook which contains the linked-to
paragraph or page is already open in OneNote. Naturally, it is not the
current page but OneNote should just jump to the linked to page rather
than open a separate instance of the section that contains the page.

It seems to have started when I upgraded to the RTM version even though
all I did is enter the license key. Is anyone else having this problem?

Yes I do. It makes me worry about the stability of the .one files
with two copies open on the same copy of OneNote.
I compliment the linking in OneNote alot. This really bothers me
though.
