Liscense Agreement has no "next" button

As with "Becca" from 2/2/03 trying to download SP1 for
office xp I get upto the point of accepting the aggreement
I even scroll throught the thing and then check the box.
but nothing happens.

There must be a better way to ring Microsofts bell that
they are having a problem then to flash some green.

"someone forgot to program in the scroll bar" press tab

once or twice the window will scroll and the next button
will appear
