'LISTTEMPLATE_IMAGE_LIBRARY' is undefined

I upgraded WSS 2.0 sites that where using the PWA (Project Server
2003) template, I modified. The upgrade went smoothly so I thought.
However I
cannot edit the master page or open old documents without the error
below.

Char: 7
Error: 'LISTTEMPLATE_IMAGE_LIBRARY' is undefined
Code:0


I cannot find anything on this error to show why it would occur.


Any ideas?
