Load mail service

I recently updated a user to Outlook 2000 mail client and
Exchange 2000 on the same domain from OE and an ISP pop
account running on a W98SE PC. Now for some reason when
you attempt to use the "Send to" directly from an Office
97 you get the error "Cannot load the mail
service." "Check you mail installation"

I have checked it. All other Outlook functions are
working fine. Any thoughts?
