Local Installation Source

I am using the Custom Installation Wizard, instructions say to select
Configure Local Installation Source enter product key and accept EULA. It
never asked for any of this and there is no place to select it. I am lost,
Please help.

Can you be more specific on the installation you're
creating and where you're seeing those specific instructions?

Is this an Enterprise License Edition and you're choosing
to use a Local Installation Source (LIS) rather than an
Office Admin Point or are is this a standalone install, or ???
